I. Legal Basis

This initiative is based on the Ministry of Education's subsidy to National Chung Hsing University's "EMI Teaching Resource Center" project.


II. Objectives

This plan aims to encourage faculty members from higher education institutions nationwide to participate in English as Medium of Instruction (EMI) courses by forming teaching observation communities. The goals include:

  1. -Promoting teaching observation and professional feedback.
  2. -Strengthening cross-institutional and cross-disciplinary teaching experience exchanges.
  3. -Enhancing teacher support systems.

III. Project Content

  1. 1. Community Formation:

    • -Members must come from at least two institutions and two departments (institutes/programs).
    • -Each community should consist of 4–6 members, with one coordinator.
    • -Teachers may participate in only one community.
  2. 2. Application Process:

    • -Coordinators must submit the project application form (Attachment 1) via the registration link by February 23, 2025.
    • -Incomplete or incorrect applications will not be accepted.
  3. 3. Eligibility:

    • At least one community member must teach a course meeting the Ministry of Education’s "Higher Education Institution Bilingual Learning Plan" EMI definition or ESAP standards.
  4. 4. Community Activities:

    • -Activities may include teaching observations, discussions, workshops, and experience sharing.
    • -Activity records (Attachment 2) must be completed for each session.
  5. 5. Individual Responsibilities:

    • -Conduct at least one 50-minute EMI public teaching observation or teaching demonstration.
    • -Act as an observer for another community member’s session.
  6. 6. Cross-institutional Activities:

    • Participate in training and workshops organized by the Center.

IV. Public Teaching Observation (or Teaching Demonstration) Implementation

  1. 1. Preparation:

    • Instructors must provide pre-class briefings on lesson objectives, activities, and student backgrounds.
  2. 2. Implementation Methods:

    • a. Public Teaching Observation:
      • -Observers attend the class and complete observation forms (Attachment 3).
      • -Submit 2–4 images and a 10-minute video recording to the coordinator.
    • b. Teaching Demonstration:
      • -Conduct at least 15 minutes of teaching demonstration.
      • -Observers complete observation forms.
      • -Submit 2–4 images and a 15-minute video recording to the coordinator.
  3. c. Post-observation Discussion:

    • Hold discussion meetings for feedback and submit meeting minutes (Attachment 2).

V. Review and Subsidy Principles

  1. 1. Review Process:

    • Applications will be reviewed by the Center until funds are exhausted.
  2. 2. Funding Details:

    • 3. Operating Expenses:
      • Maximum subsidy: NT$80,000 per case for community operations.
      • Claims must follow the Ministry of Education guidelines, with receipts submitted within 10 working days.
    • 4. Incentive Awards:
      • Teacher Categories:
        • (1) EMI Leader Teachers:
          • -Taught 3+ EMI/ESAP courses or 3+ semesters.
          • -Completed a 36-hour English teaching course.
        • (2) EMI Novice Teachers:
          • Willing to participate in training to become future EMI leaders.
      • (3) Award Types:
        • Teaching Plan Design: NT$2,500 (max 1 per person).
        • Plan Feedback Suggestions: NT$650 (max 4 per person).
  3. (4) Project Period:

    • From the approval date until June 30, 2025.

VI. Project Evaluation and Closure

  1. 1. Final Report:
    • Coordinators must submit a final report (Attachment 6) and teaching records within two weeks of project completion.
  2. 2. Feedback Forms:
    • All members must complete online feedback forms within two weeks of project completion.
  3. 3. Publication:
    • Activity records and results will be published for educational promotion.
  4. 4. Future Considerations:
    • Report submission status will affect future application reviews.
